If you’re a medium-sized combustion plant (MCP) or generator, then you’ll need to comply with the government’s Medium Combustion Plant Directive (MCPD). 

MCPD has been put in place to help tackle air pollution across the UK. It means you’ll need to limit your emissions – specifically sulphur dioxide (SO2), nitrogen oxides (NOx) and particulate matter (PM).

What you may need to know

  • Who does it apply to?

    The MCP directive applies to any combustion plant with a thermal rated input of between 1-50MWth.  Emission controls apply, irrespective of fuel used (solid, liquid or gas) or equipment (e.g. boilers, furnaces, generators). There are, however, some exclusions, and these are listed under Article 2 of the MCPD.

  • What is the deadline?

    As of 20th December 2018, any new plant must meet the MCPD’s Emission Limit Values (ELVs). Existing plants over 5MW will need to meet requirements from 2025, and all plants must comply by 2030. 

  • How do I comply?

    In order to meet requirements, operators will need:

    • A permit by the relevant deadline (earliest is 20 December 18 for a new plant) 
    • To monitor emissions, demonstrating compliance with applicable ELVs 
    • To keep records of plant compliance (for at least 6 years) 
       
  • What happens if I don’t comply?

    Any business that doesn’t comply may face prosecution. Annual or 3-yearly tests will be conducted (depending on plant size) to ensure guidelines are adhered to.
